Аннотация доклада. Despite its widely recognized benefits for transparency and efficiency, open government data may also expose firms to new digital risks. This study exploits the phased rollout of provincial public data platforms in China as a quasi-natural experiment to examine the impact of data openness on corporate digital technology risk exposure. Using firm-level textual disclosures from A-share listed firms between 2010 and 2023, we construct a digital risk index and implement a staggered difference-in-differences design. We find that the introduction of OGD platforms significantly increases corporate digital risk exposure, with the effect concentrated in cybersecurity-related risks. The impact is stronger among firms with weaker institutional protection, limited digital capabilities, higher internationalization, and greater public visibility. Further analyses indicate that insufficient policy safeguards and limited platform service capacity are key drivers of the increased exposure. Overall, the findings reveal an important governance trade-off between transparency and digital security, underscoring the need to integrate data openness reforms with stronger cybersecurity governance and capacity building.
