The project ‘Empirical Analysis of Public Procurement’ focuses on the research of the public procurement systems. It analyzes factors of procurement efficiency based on qualitative and quantitative empirical data. We use data from the official public procurement website zakupki.gov.ru and conduct regular large-scale surveys of public buyers and suppliers (see Databases). In the past ten years, we have accumulated vast experience in academic and applied studies of public procurement (see Publications and R&D Projects). The results of our R&D are used to form practical recommendations for developing the public procurement regulation in Russia (see Insights and Media Publications). We actively involve undergraduate and postgraduate students to co-participate in our projects (see Opportunities for Students).

Andrey Tkachenko, a senior research fellow at IIMS, has successfully defended his PhD thesis ”Essays on market structure, competition, and political connection in public procurement” at the Bocconi University (Italy).
An article by Andrei Yakovlev, Andrey Tkachenko, Milena Emelianova and Olga Balaeva titled "Reputation and Trust in the Russian Public Procurement System" has been published in the Journal of Institutional Studies.
The 16th European Association for Comparative Economic Studies Conference took place on September 13-17th. Andrey Tkachenko, Yuliya Rodionova and Milena Obuscharova presented their papers during the contributed paper sessions among the other HSE scholars.
