The changing perceptions of corruption during the Covid-19 pandemic in Russia

The Center for Economic and Policy Research (CEPR) has released an eBook titled "Procurement in Focus: Rules, Discretion, and Emergencies". Along with other European scholars interested in public procurement, IIMS researchers Polina Detkova, Pavel Pronin, Andrey Tkachenko and Andrei Yakovlev contributed to the book with the chapter "Changing perceptions of corruption during the Covid-19 pandemic in Russia". 

Abstract. We examine dynamic changes in public buyers' and suppliers' views of corruption in Russia during the pandemic in this chapter. We use the results of an online list experiment done by IIMS in 2020 with 1400 buyers and suppliers. As corruption is a sensitive issue, the list experiment technique mitigates the estimation bias in respondents’ attitudes to this problem. Our approach distinguishes between corruption among buyers, corruption among suppliers, and informal connections between these two groups.
