Участие в конференции

Младший научный сотрудник ИАПР Есаулов Даниил принял участие в International Conference on Applied Research in Economics (iCare5), которая прошла в Перми с 21-го по 22 сентября 2017 года.

Конференция фокусируется на исследованиях, которые занимаются изучением реальных проблем экономики. Прошедшая  iCare охватила сразу несколько тематических блоков: корпоративные финансы, эмпирические исследования отраслевых рынков, экспериментальная экономика и финансы, экономика труда, международная экономика, экономика развития, политическая экономия и государственная экономика. Любопытно, что аббревиатура конференции iCare отображает основной идейный посыл мероприятия – «мне не все равно».

Даниил Есаулов представил доклад «Governors' tenure and contract allocation under low political competition». Работа подготовлена в соавторстве с Андреем Ткаченко.

Аннотация: This paper analyses the role of regional governors in public procurement. In particular, we estimate the impact of governors’ tenure and his\her local ties on competition in public procurement and contract execution. To do this we employ contract-level data for the whole population of public contracts on road constructions in Russian regions during 2011-2014 and governors’ biographical information. The study demonstrates the important role of regional governors in contracts allocation and contracts execution. Specifically, results show that during first several years governor’s tenure is associated with better outcomes with regard to procurement competition and contract execution, but afterwards situation begins to worsen. Such non-linear effect of governors’ tenure is especially prominent for governors without pre-existing local ties. The turning point for these governors-outsiders is situated approximately in the middle of the second term. The governors-insiders demonstrate better procurement outcomes and have no tenure effect.
