Abstract. The role of the middle class is a subject of major controversies. While traditionally the middle class was seen as a driver of democratization and of civic activity, more recent literature suggests that the middle class can be civically unengaged and passive. One of the explanations for the puzzle could be associated with the need to distinguish between the individual-level and the group-level effects of the middle class: the political and civic effects of the middle class can be driven by both attitudes and behavior of its individual members and by the fact that larger share of the middle class in the society changes the behavior of both middle-class members and other social groups. We use a boutique survey we conducted in the city of Moscow in the fall and winter of 2021 to investigate both levels of the effects of the middle class and find that both individuals belonging to the middle class are more likely to engage in civic activity and that high share of the middle class in the population encourages all people to engage in civic activity. To identify the specific mechanisms driving our results, we perform a conjoint experiment as part of our survey, identifying how individuals react on calls to engage in civic activity coming from counterparts with different characteristics.
