On June 18, 2025, A.P. Kazun, Director of the International Center for the Study of Institutions and Development and the Institute for Industrial and Market Studies, spoke at the St. Petersburg International Economic Forum (SPIEF).

Within the framework of the session "The rights of young scientists to their developments: how not to drown in bureaucracy?", organized by the Ministry of Education and Science of Russia and O.E. Kutafin University, the issue of barriers and incentives for applied research carried out by young scientists was discussed.

Anton Pavlovich spoke about the unique experience of the International Center for the Study of Institutions and Development, the project of the recommendation system for the selection of a lawyer "Intercessor", which is currently being implemented with the support of the HSE Technology Transfer Center.The project started as a fundamental research, but has now reached the stage of a working prototype and will soon be open to users all over the country. Intercessor allows you to select the most effective lawyer in a few simple steps, relying not on user feedback, but on objective statistical data obtained and processed using machine learning and AI algorithms.Using the example of the "Intercessor's" experience, Anton Pavlovich spoke about the best practices in supporting the development of young scientists at the Higher School of Economics and suggested scaling up the experience of the Technology Transfer Center and developing the exchange of successful models of support for scientists between universities in the country. In addition, it was proposed to create a single tax regime for transactions involving the disposal of IPR rights, to which universities have exclusive rights, and to exempt them from VAT, which would create serious additional incentives for young scientists.
