There are serious concerns about the efficiency of current development institutions and industrial policy processes given Russia's significantly increased isolation from global markets. How well suited are the tools now in use to Russia's current problems? How well do they address issues with import substitution, the creation of new technologies, and their adoption? Based on a review of the programs the Industrial Development Fund implemented in 2014 after the first round of international sanctions to boost import substitution, we provide a solution to these issues in this paper. The efficiency of industrial policy instruments is evaluated in the article using brand-new methodological methodologies for Russia.
