This book is devoted to analyzing the development of Russia’s public procurement system during the Law on Public Procurement (No. 94-FZ), which became the basis for radical reform of how public procurement was regulated in the second half of the 2000s. Unlike numerous publications on the subject of public procurement that are predominantly normative and descriptive in nature, the conclusions and recommendations in this book are based on the results of analyzing large amounts of empirical data.
The results and methodology underlying this book will be important in the coming years for analytical support of the Contract System created in accordance with Law No. 44-FZ.
