Another session of the joint Research Seminar on Diversity and Development

Elena Podkolzina, Assistant Professor, Department of Applied Economics, and Senior Research Fellow, Center for Institutional Studies at HSE, presented her paper "Corruption perception and competition in public procurement: empirical evidence from Russian regions" (co-authored with P. Detkova and A. Tkachenko) on January 31th, 2017.

Abstract: Procurer has a choice how to organize purchase of the goods, works or services. We focus on the choice between organization of the procurement by himself and outsourcing for authorized agency. On the one hand, authorized agencies should have more competent officials, they could accumulate several procurers in one procedure and decrease transaction costs related to procurement. All these things should rise competitions and decrease price level in procurement. But on the other hand, these agencies are also state organizations and they face similar problems with lack of incentives to perform better common to public sector. At the same time behavior of both (procurers and agencies) are influenced by regional corruption level. In the presentation are compared the procurement efficiency of regional public procurers and agencies with focus on regional corruption level.
